This note is intended to assist country offices in preparing the health components of their funding proposals.

The 5 step process involves:

1)    Identifying need and setting the context.

2)    Defining the offer: what interventions are you proposing?

a.    Is there a health sector plan that can be used as a basis for support?

b.    Is there a national malaria plan and/or a maternal mortality reduction/ reproductive, maternal, neonatal health subsector plan which could provide a basis for support?

c.    If there is not an existing plan, identify areas for support with partners.

3)    Identifying the results – develop the results chain and identify what results might be expected from the inputs proposed.

4)    Identifying the costs.

5)    Assess value for money and the evidence that the interventions and results proposed are credible and measureable.
