The primary aim of this Framework for Action is to clarify and strengthen WHO’s role in health systems in a changing world.  The building blocks that make up a health system are defined. They are: service delivery; health workforce; information; medical products, vaccines and technologies; financing; and leadership and governance (stewardship). The framework identifies strategies to integrate WHO’s work on health systems and health outcome programmes. It outlines the role of WHO in supporting health systems strengthening in individual member states and in the international health systems agenda.
