The paper provides background on the rationale for the inclusion of education within humanitarian response, outlines the development of the INEE Minimum Standards of Education in Emergencies, Chronic Crises and Early Reconstruction, and explains the subsequent companionship that formally defines the relationship between Sphere and INEE. Case studies and examples are included to demonstrate how education services can be integrated into humanitarian response with the goal of enhancing accountability and improving the quality of assistance provided to people affected by crisis.
